BARTON-ON-THE-HEARTH PARISH COUNCIL MINUTES

OF AN ORDINARY GENERAL MEETING

HELD ON FRIDAY 28th JANUARY 2005 AT 7:00P.M.

 

Present:          Councillors: Brigadier Rickett (Chairman), Mrs. Cathie, Mrs. Peczynski, Captain Castle RN (Hon Treasurer), Mr. Shipton (Internal Auditor).

 

Members of the Public: Mrs. Henderson, Mrs. Hughes-Hallett, Mr. Cathie, Mrs. Richardson (Parish Clerk Designate).

 

1.         Minutes of the last Ordinary General Meeting of 29th October 2004 were agreed and signed by the Chairman.

 

            Matters Arising:

            A.        The Fountain on the Green Mr. Cathie outlined the result of a meeting with the stonemason and Councillor Henderson. He offered a

choice of stone for the inscription on the new plaques. All present agreed that York Stone should be selected. Mr. Cathie undertook to have the work started immediately.

B.        Road Gritting The Highways Division of the W.C.C would only grit one “escape route” from the village in the event of bad weather and this was from Barton to the A44 at Kitebrook. The Barton to Longcompton Road would therefore not be gritted.

 

2.         Statement of Accounts 30 October 2004 – 28th January 2005

The third statement interim of Receipts and Payments were presented by Captain Castle (copy attached). The Chairman proposed and Councillor Cathie seconded the acceptance of this statement which was then agreed by the Council.

 

3.         Precept Application for 2005-2006

The District Council has been informed by the Vice Chairman and has agreed this accordingly.

 

4.         Grass Cutting Repayment by the Stratford District Council

No money has been received despite the Vice Chairman having written twice. Assurances on payment however have been given.

 

5.         CPRE Membership

Councillor Cathie queried the reason as to why the Council paid an annual subscription for this. After a brief discussion it was decided to review this before our next year’s subscription renewal.

 

6.         Planning Matters

There were no planning matters to consider.

 

7.         Barton Website

In the absence of Mrs. Graham, the Chairman undertook to look at this. He would ensure that nothing was entered on the website without

his approval.

 

8.         Appointments

The Chairman stated that Mrs. Doreen Richardson had accepted his invitation to fill the appointment of Parish Clerk. This appointment was

accepted unanimously by the Council. Mrs. Linda Graham was thanked “in absentia” for holding the appointment for the last 18 months. The

Chairman undertook to inform the Stratford District Council accordingly.

 

9.         Date of the Next Meeting and AGM:

This would be Friday 22nd April at 7:00pm.

 

The meeting closed at 7:18pm.
