BARTON-ON-THE-HEARTH PARISH COUNCIL MINUTES

OF AN ORDINARY GENERAL MEETING

HELD ON THURSDAY 16th JUNE 2005 AT 7:00P.M.

 

Present:          Councillors: Brigadier Rickett (Chairman), Lt. Col Henderson (Vice Chairman), Mrs. Cathie, and Mrs. Peczynski, Councillor Saint (County Councillor), Captain Castle RN (Hon Treasurer), Mrs. Richardson (Clerk).

 

 

1.         Apologies:      Mrs. Hayman-Joyce.

 

2.         The Chairman opened the meeting at 7:00pm.

 

3.         First Interim Statement of Parish Accounts 1st April – 16th June 2005 The statement was described by Captain Castle who prepared it. He reminded Councillors to save business receipts enabling him to recover the V.A.T. The statement was approved. Acceptance proposed by Lt Col Henderson (Vice Chairman), seconded by Mrs. Pelczynski. First Interim Statement attached.

 

4.         Annual Return of Parish Accounts year ending 31st March 2005 and their submission to External Auditor, Clement Keys, Birmingham 13151TS. Captain Castle explained “significant variances” (copy attached). The Council approved audit commission returns.

The two signatures for Building Society Account are to be the Chairman, Brigadier Rickett and the Vice Chairman, Lt Col Henderson, heartfelt thanks were extended to Captain Castle (Hon Treasurer).

 

5.         Other Business

Best Kept Village Competition

The Chairman, seconded by the Vice Chairman agreed that the village cleanup operation prior to being judged in the Best Kept Village Competition was very worthwhile. Hope was expressed that more people would participate next year. The Chairman said he would be submitting a claim for damage to his tractor incurred during the tidy up.

Water Supply To Fountain

Severn Trent said to restore the supply and meet Health & Safety requirements would cost the village ₤1,000 approx. The Parish Council considered it too expensive to pursue.

Village Water Supply

Mr. Fowler on behalf of Severn Trent Water has been doing reconnaissance in the village. The Council agreed unanimously to ask Mr. Fowler to liaise with the village describing problems and necessary improvements. Lt Col Henderson agreed to write to Mr. Fowler accordingly.

 

County Councillor Saint was thanked by the Chairman for being present at the meeting and drawing attention to a range of data and information available.

 

6.         Date of the Next Meeting will be on Friday 28th October at 7:00pm.
