BARTON-ON-THE-HEATH PARISH COUNCIL MINUTES

OF AN ORDINARY GENERAL MEETING

HELD ON FRIDAY 28th OCTOBER 2005 AT 7.00 P.M.

IN THE OLD PAROCHIAL CHURCH SCHOOL


Present:          Councillors: Brigadier Rickett (Chairman), Lt Col Henderson (Vice-Chairman), Mrs Pelczynski, Mrs Hayman-Joyce, Mrs Richardson (Clerk), Captain Castle RN (Hon Treasurer), Mr Shipton (Internal Auditor).

 

In attendance: Councillor C Saint.

Members of the Public: Mr & Mrs Hughes-Hallett, Mr Hayman-Joyce.

The Chairman opened the meeting at 7pm.

 

1.      Minutes of the Ordinary General Meeting of 3rd and 16th June 2005.  There were no matters arising and the minutes were approved and signed by the Chairman.

 

2.      Accounts to 28th October 2005 and Audit Report.  The Hon Treasurer took the meeting through the Accounts up to 28th October.  A copy is enclosed.  He further stated that the Audit Report of the Parish accounts for this year ending 31st March had been received from the External Auditors, Clement Keys,Birmingham with unqualified approval.  The Chairman thanked Captain Castle profoundly for this.  The Hon Treasurer went on to say that receipts less payments show a projected balance for 01-04-2006 to be £1697.33 and stated that in his opinion the Accounts are in good order and on track for the next financial year.

 

3.      Budget 2006.  The Hon Treasurer continued with the estimated budget for 2006/7.  Great relief was expressed at the DC’s continued subsidy for grass cutting.  New topics introduced to the existing budget were; village cleaning and weeding, a grant of £500 towards the Parish Church, and a 1% value of village assets to be set aside for their maintenance and repair.  These were all agreed by the Council.  The Chairman agreed to approach Mr Pete Gardener to fabricate a new notice board for the village.  In addition the annual payment to CPRE agreed as well as increased insurance for the Parish assets.  A copy of the Budget for 2006/7, together with the Parish Fixed Asset Register, is enclosed.

 

4.      Precept  2006-2007 Captain Castle explained that the deficit balance of £297.17 would require a precept of £800 to restore parish funds to previous levels.  This was agreed.  The Chairman thanked the Hon Treasurer profusely for the hard work he had done.

 

5.      Barton on the Heath Website. Some disappointment was expressed at the lack of detail on the current village website.  The Chairman assured the meeting that Mrs Linda Graham now had the website very much in hand and that it would be fully up to date and running by the end of the year.  However in order to make the website a success everyone should forward anything of interest, including photographs, to Mrs Graham accordingly.  The Vice Chairman volunteered to give her the Parish magazine on a regular basis.  The Chairman stated that the website was www.bartonontheheath.co.uk and anyone wishing to email the site should use the following email address: bartonvillage@btinternet.com

AfternoteThe website has improved considerably already and we have had proof of it being visited on several occasions.

 

6.      Severn and Trent Water Ltd. Severn Trent have decided to postpone their plans to work in the village during the winter months.  They are currently studying a different route without disrupting the village.

 

7.      Memorial Fountain and Parish Council Insurance. The Hon Treasurer assured the Council that insurance was in place for this, as it was now included among the named village assets.

 

 

8.      Any other Business.

aCouncillor Saint undertook to find out the rateable value of the village church.  He also would look into the repair of the culvert on the Little Compton Road.

bCouncillor Saint also drew attention to the fact the swimming pool in Shipston on Stour is now finished and open for use.

c. Finally Councillor Saint pointed out that the Warwickshire County Council had produced a detailed study on footpaths and bridle paths in the County.

He reminded the Meeting that any comments on the local plan should be submitted by 9th December 2005.

AfernoteThe Chairman has commented generally on the footpaths and bridle paths study by email.

 

 

9.      Date of the Next Meeting. As the Parish Council Elections could possibly be held  on 4th May 2006, the next Parish Council General Meeting, together with the AGM, will be held on Friday 19th May 2006 at 7pm.
