BARTON-ON-THE-HEATH PARISH COUNCIL MINUTES 

OF AN EXTRAORDINARY GENERAL MEETING

HELD ON FRIDAY 24th FEBRUARY 2006 AT 7.00 P.M.

IN THE OLD PAROCHIAL CHURCH SCHOOL

 

 

Present:                Councillors: Brigadier Rickett (Chairman), Lt Col Henderson (Vice-Chairman), Mrs Pelczynski, Mrs Cathie, Mrs Richardson (Clerk), Captain Castle RN (Hon Treasurer)

Apologies:             Mrs Hayman-Joyce

 

The Chairman opened the meeting at 7pm.

 

1.       Minutes of the Ordinary General Meeting of 28th October 2005 

Matters arising:

a) Captain Castle (Hon Treasurer) summarised Barton on the Heath Parish Council Fixed Asset Register (copy attached) and said that the insurance premium had now been paid.

 

b) The Grant given to the St Lawrence Parish Church was questioned by Mr Line, a resident of the village.  The Chairman had asked the Vice Chairman to look into this.  He duly produced the relevant section – 137 of Local Government Act 1972 (attached) and as a result the Council agreed it was appropriate for the Grant to remain.  Councillor Saint has yet to confirm the rateable value of the village church.

 

c) Village Notice Board.  The Chairman said he had been given a price for a new notice board by Mr Pete Gardener, which was £350.00 + VAT.  The price was agreed.  Afternote: The Chairman instructed Pete Gardener to proceed as quickly as possible.

 

The minutes of the Ordinary General Meeting of 28th October 2005 were agreed and signed by the Chairman.

 

2.       Planning Matters

a) Hemmings Farm Application No 06/00107/LBC.  The Councillors discussed ‘ a single storey extension to existing car port/garage and safe access to existing roof space/storage area’.  “Support” for this application was recommended.  The Chairman later added to the recommendation that materials specified in the plan must be strictly adhered to.

b) Application No 06/00201/FUL.  Mr & Mrs Maynell wish to erect a hardwood conservatory on the side of the ‘Old Post Office Cottage’ – discussed and agreed that “no representation should be made” with the same proviso as outlined above.

c) Mr & Mrs Hayman Joyce – Application No 06/00376/TREE.  The request is to fell a Pine Tree as it could pose a threat to the house – this was strongly supported by all present.

 

3.       Any other Business

a) Best Kept Village Competition 2006.  The Chairman reminded the meeting that the village would again enter for this.  Areas needing attention would again be listed and ‘executed’ by villagers who were able to help.  He would produce a ‘Troops to Task’ list by the end of April.

b) Barton-on-the-Heath Website.  Councillors were assured by the Chairman that the website is flourishing and one of its past critics has conceded that he uses it.  Mrs Graham was warmly thanked and Councillors urged to continue their support.

c) Polling Day.  It was confirmed that Polling takes place in the ‘Parochial Church School Hall’ on the 4th May 2006.

d) Summer Fete.  Mrs Cathie told Councillors that July 8th 2006 is the day chosen for the Village Fete.  Captain Castle was concerned that he would not be at home but reassured the Chairman that the garden of Hemmings Farm could still be used for his display of raptors.

 

 

4.       Date of the Next Meeting.

The next Parish Council General Meeting will be held on Friday 19th May 2006 at 7pm.

 

The Meeting closed at 7.50pm.
